1. The forest legislation of the Republic of Kazakhstan is based on the Constitution of the Republic of Kazakhstan and consists of this Code and other regulatory legal acts of the Republic of Kazakhstan.

2. Public relations in the field of the use and protection of flora (except forests) and fauna, water resources, subsoil, land, atmospheric air, specially protected natural territories, with the exception of carbon offsets implemented on the lands of the state forest fund aimed at absorbing greenhouse gases by planting new forest plantations and restoring degraded and disturbed lands, they are regulated by the special legislation of the Republic of Kazakhstan.

3. If an international treaty ratified by the Republic of Kazakhstan establishes rules other than those contained in this Code, the rules of the international treaty shall apply.
